“There is a need to adopt such a formula to form the election-time government so that it remains secret who is going to be its head,” he told a discussion at the National Press Club in the city.
Khan said, in this process, a list from the chief justices who retired in the last five to 10 years and Appellate Division judges could be made from where 15 would be selected.
“From the list, the chief adviser can be selected through lottery,” he said adding that the selected people will have to have interest in becoming head of the government.
Center for Strategic and Peace Studies arranged the discussion where Prof Dr Tarek Shamsur Rahman presented the keynote paper on ‘Political Impasse in the Country: The Way-out.’ Former Secretary Shah Abdul Hannan moderated the discussion.
Favouring the non-partisan government to hold the next election, Khan said the chief adviser to the government should be finalised just before one or tow days ahead of the formation of the government.
Akbar Ali thinks the problems that emerged in the wake of debate on who will be the head of the polls-time government could be resolved if his formula is implemented.
“The consensus is a must among the political parties, especially between the two major political parties, to ensure a free, fair and credible election,” he said.
Akbar Ali Khan gave an alternative formula where both the opposition and ruling party can have a direct role in forming the election-time government.
According to his alternative formula, five leaders each from the opposition and ruling party will be picked for forming the government.
Heads of the two parties -- Awami League and BNP -- will also be there in the government. “The BNP will select five persons from the AL while the AL will choose five from the BNP, including the party chief,” Khan said.
He said, “It needs to be settled first what we actually want. We need to work out the best solution through discussions.”
Khan said the political problems will have to be resolved politically. “If we want to resolve the political crisis non-politically, it won’t work.”
Analysing the trend of the country’s 40 years of politics, Khan said no oppressor will be able to hang onto power. “So, I can say, no one will be able to snatch the rights of people.”
He said the caretaker government system was accepted both at home and abroad, and the majority of the people accepted the three elections held under it.
